Course Description
Rationale:
A growing number of developing economies including Nigeria, have embraced Public-Private-Partnerships (PPPs) as a cost saving measure to provide public infrastructure assets and services. PPPs have bred a dangerous work environment where many desperate job seekers in the labour force are compelled to take any job for survival purposes rather than dignity. The challenges range from casualization of labour, terms of employment, mode of production, wages and salary determination to employees discontentment and other abuses in the work place. These challenges must be planned for and strategically managed.
Casualization in the Nigerian labour market is a subject of great concern today. This problem is compounded by introduction of outsourcing as key component of Public-Private-Partnership (PPPs) arrangement deployed by both public and private sectors to contract out non-core aspects of business processes to vendors. Consequently, casual employees are filling positions that are permanent in nature. Labour exploitation became pervasive in public and private organizations in Nigeria. It manifests itself in form of poor remuneration, denial of training and promotion opportunities, absence of motivation and staff development programmes, lack of job satisfaction and dehumanization of work and workers. Casualization is making work less secure, thereby breeding conflict in industrial relations and other crisis in the work place, particularly between the unions and employers. This has significant impact on industrial relations across industry and sectors.
The course examines in multiple perspectives, casualization and degradation of work drawing issues and arguments from a practical dimension and implied theoretical frameworks.
This course undertakes an empirical examination of the Nigerian labour market and unfair labour practices of employers. It raises the issue of how protective of workers is our labour law in these circumstances and what possible options are available for the protection of workers’ rights and guarantee of job security for the workers. The proliferation of Nonstandard Work Arrangements and unfair labour practices in work places in Nigeria has been a source of ongoing conflict among stakeholders in the Nigerian labour market. Globalization and Trade liberalization have thrust on us the emergence of new forms of work arrangements, such as outsourcing, contract/agency work and casual work, which has contributed to the emergence of Nonstandard Work Arrangements.
This course contends that this form of employment relations and the prevalence of unfair labour practices in Nigeria have been exacerbated by the growing incidence of massive youth unemployment in Nigeria. The course also examines the adequacy of existing labour laws in Nigeria to checkmate Nonstandard Work Arrangements and unfair labour practices. It recommends proactive roles to be played by critical stakeholders in curbing Nonstandard Work Arrangements and unfair labour practices in Nigeria.
Therefore, this course is specifically designed to equip participants with the requisite knowledge and competencies to generate strategy for managing work place conflicts arising from outsourcing.
